(111) It should be possible to transfer data in certain circumstances if the data subject has given his or her express consent, if the transfer is occasional and necessary in connection with a contract or claim - regardless of the type of proceedings: judicial or administrative or any other out-of-court proceedings, including proceedings before regulatory authorities. Provision should also be made for the transfer of data if it is required by an important public interest as defined by Union or Member State law, or if the transfer is from a register established by law and intended for inspection by the general public or persons with a legitimate interest. In the latter case, the transfer should not involve the entirety of personal data or entire categories of data from the register, and if the register is intended for inspection by persons with a legitimate interest, the transfer should take place only at the request of those persons or those persons are to be the recipients, taking full account of the interests and fundamental rights of the data subject.
