Public authorities should, in principle, rely on provisions that permit or require monitoring. For public bodies, the appropriate basis will therefore usually be the performance of a legal obligation on the controller, or the performance of a task carried out in the public interest or in the exercise of public authority entrusted to the controller, i.e. Article 6(1)(c) GDPR (performance of a legal obligation on the controller) or Article 6(1)(e) GDPR (performance of a public task).
