Is it possible to give consent via browser settings?

ANSWER

No. Consent requires an active action by the user (e.g. clicking a consent button). Accordingly, it is not possible to give valid consent through default browser settings.

The user must have the ability to give informed consent for individual purposes for each controller separately. You can read more on this topic in Article 29 Working Party Guideline 2/2010 on online behavioural advertising.
