(138) Where the application of such a mechanism is mandatory, its application should depend on the compliance with the law of the measure to which the supervisory authority intends to give rise to legal effects; in other cases of cross-border relevance, the cooperation mechanism between the lead supervisory authority and the supervisory authorities concerned should be applied and mutual assistance and joint operations between the supervisory authorities concerned may be carried out on a bilateral or multilateral basis without triggering the coherence mechanism.
