Recital 131

(131) If the function of the lead supervisory authority with respect to processing activities carried out by a controller or processor should be carried out by another supervisory authority, but the specific subject matter of the complaint or possible breach relates only to processing activities carried out by the controller or processor in the Member State where the complaint is lodged or the possible breach is discovered, and the matter does not significantly affect or is unlikely to significantly affect data subjects in other Member States, then the supervisory authority to which the complaint was lodged or which discovered or otherwise became aware of situations that could result in possible violations of this Regulation should seek an amicable solution with the controller, and if that proves impossible, exercise its full powers. This should also apply to: specific processing that takes place on the territory of the Member State of the supervisory authority or relates to data subjects on the territory of that Member State; processing that takes place in the course of offering goods or services specifically to data subjects on the territory of the Member State of the supervisory authority; or processing that requires assessment due to relevant legal obligations under the law of the Member State.
