Recital 130

(130) If the supervisory authority to which the complaint is made is not the lead supervisory authority, the lead supervisory authority should cooperate closely with the supervisory authority to which the complaint is made, in accordance with the provisions on cooperation and consistency established in this Regulation. In such a case, the leading supervisory authority should, in cases where it applies measures that have legal effects, including imposing administrative fines, take into account the opinion of the supervisory authority to which the complaint has been lodged as much as possible, and the latter should remain competent to conduct the investigation on the territory of its own Member State while being in contact with the leading supervisory authority.
