(122) Each supervisory authority should be competent on the territory of its Member State to exercise the powers and perform the tasks entrusted to it under this Regulation. This should apply, in particular, to processing in the course of the activities of an organizational unit of the controller or processor on the territory of that Member State, to the processing of personal data by public authorities or private entities acting in the public interest, to processing that affects data subjects on that territory, or to processing carried out by a controller or processor without organizational units in the Union if they address data subjects residing on that territory. This should include handling complaints filed by data subjects, investigating the application of this Regulation, and raising awareness of the risks, principles, safeguards and rights associated with the processing of personal data.
