(116) Cross-border transfers of personal data outside the Union may increase the risk that individuals will not be able to exercise their right to the protection of personal data, particularly to protect against unlawful use or disclosure of that information. At the same time, supervisory authorities may find that they are unable to investigate complaints or prosecute activities that take place outside their borders. Their efforts to cooperate in a cross-border context may also be hampered by insufficient preventive or remedial powers, inconsistent legal systems and practical obstacles such as limited resources. Closer cooperation among data protection regulators should therefore be promoted to help them exchange information and conduct proceedings with their international counterparts. In order to establish international cooperation mechanisms to facilitate and provide for mutual international assistance in the enforcement of data protection legislation, the Commission and supervisory authorities should exchange information and cooperate with the competent authorities of third countries on a reciprocal basis and in accordance with this Regulation in the exercise of their powers.
