(113) A transfer that can be considered non-recurring and affecting only a limited number of data subjects may also be permissible on the grounds of important legitimate interests pursued by the controller, as long as the interests or rights and freedoms of the data subject are not overridden and the controller has assessed all the circumstances surrounding the transfer. The controller should pay particular attention to the nature of the personal data, the purpose and duration of the proposed processing operation(s) and the situation in the country of origin, third country and country of final destination, and should provide adequate safeguards for respecting the fundamental rights and freedoms of individuals in connection with the processing of their personal data. Such transfers should be permitted in a limited number of cases - when none of the other grounds allowing transfers apply. When it is for scientific or historical research or statistical purposes, the legitimate expectations of society for the advancement of knowledge should be taken into account. The controller should inform the supervisory authority and the data subject of the transfer.
