Can monitoring footage from a housing estate be disclosed to an insurer?

Whether and to whom to disclose monitoring footage is decided each time by the data controller. The person requesting disclosure (or the entity making such a request) should submit to the data controller a request for disclosure of data derived from the recording, stating in the request the legal basis — the legal provision on which they request such disclosure — or should demonstrate a legal interest in obtaining such footage.
Whether to grant or refuse the submitted request is decided by the data controller. However, it should be borne in mind that if the recording captures images of natural persons other than the person in respect of whom the insurer is conducting proceedings, the data controller should not disclose those persons' data. This means that only where there is a technical possibility to disclose footage in which the images of other persons have been anonymised may the data controller consider such a possibility.
