Can I prevent a user from accessing a website before giving consent to cookies?
ANSWER
Recital 32 of the GDPR provides that where the data subject is to give consent by electronic means, the request for consent must not disrupt the use of the service.
Point 39 of EDPB Guidelines No. 05/2020 states that in order for consent to be freely given, access to services and functionalities must not be made conditional on the user's consent to the storage of information on, or access to information already stored on, the user's terminal device (cookie wall).
