Can a doctor consult a patient's medical case with another doctor?

ANSWER

Consultations between doctors regarding a patient's medical case are permitted, provided that a person authorised to process personal data on behalf of the data controller, when conducting consultations with another doctor or another healthcare entity, pseudonymises or anonymises the patient's personal data — at least their first and last name and PESEL number.

Test results alone — without the possibility of directly or indirectly identifying the natural person, i.e. the patient — may be the subject of a medical consultation. A medical consultation on test results without the possibility of identifying a specific natural person will not constitute a personal data breach as defined in Article 4(12) GDPR.
