Refusal to certify

1. If it is found that an applicant for certification does not meet the criteria for certification, either the President of the Authority or the certifier shall refuse certification.

2. Certification is denied by the President of the Authority by decision.

3. The certifier shall develop and make available to interested parties the procedure to be followed if certification is denied.
