(79) The protection of the rights and freedoms of data subjects, as well as the legal obligations and responsibilities of controllers and processors also with regard to monitoring by the supervisory authorities and the measures applied by them require a clear division of responsibilities under this Regulation, also where the controller specifies the purposes and methods of processing together with other controllers or where the processing operations are carried out on behalf of the controller.
