(54) Necessary for reasons of public interest in the field of public health, it may be necessary to process special categories of personal data without the consent of the data subject. Such processing should be subject to specific, appropriate measures to protect the rights and freedoms of individuals. In this context, "public health" should be interpreted in accordance with the definition in Regulation (EC) No. 1338/2008 of the European Parliament and of the Council*, that is, as all elements related to health, namely health status, including morbidity and disability, determinants of health status, health care needs, health care resources, health care services offered and universal access to them, health care expenditures and financing, and causes of death. Processing health data for public interest reasons should not result in the processing of personal data for other purposes by third parties, such as employers, or insurance companies and banks.
