(38) Special protection of personal data is required for children, as they may be less aware of the risks, consequences, safeguards and rights they have in connection with the processing of personal data. Such special protection should apply primarily to the use of children's personal data for marketing purposes or to create personal or user profiles, and to the collection of personal data about children when they use services aimed directly at them. The consent of the person with parental authority or custody should not be necessary for preventive or counseling services offered directly to the child.
