(2) The rules and regulations on the protection of individuals with regard to the processing of their personal data may regardless of their nationality or place of residence not infringe their fundamental rights and freedoms, in particular the right to the protection of personal data.This Regulation is intended to contribute to the creation of an area of freedom, security and justice and economic union, to socio-economic progress, to the strengthening and convergence of economies in the internal market and to the well-being of people.
