(15) In order to prevent a serious risk of infringement, the protection of natural persons should be technically neutral and should not depend on the techniques used. The protection of natural persons should apply to the automated processing of personal data and to manual processing where personal data are or are intended to be in the data set. Collections or sets of collections and their title pages which are not organised according to certain criteria should not fall within the scope of this Regulation.
